Funds Management

EcoSys EPC provides powerful funds management capabilities, allowing the identification, forecasting, and categorization of all sources of funds. EPC supports OMB requirements by providing a complete audit trail by Fund Code of budget authorizations from Congress, allocations to programs and operations, Project Authorizations (PA’s) and Project Requests (PR’s). Precisely report on performance against plan, by funding source, program, or project. Programs can create and save different versions of budget requests for submissions, and modify versions as required, all in one central location.

Budget Submission and Requests

EcoSys EPC’s budgeting and forecasting capabilities allow program and business managers to publish spend plans for organizational review, and maintains an auditable database of budget requests, from OMB submission through congressional authorization and appropriation, to final allocations from agency to the individual programs. Managers plan expenditures using web-based spreadsheets, forecasting by program, project, Budget Line Item, Color of Money and/or Fund Code, recording data by year, month, or by transaction. Where detailed project plans exist, users benefit from EPC’s seamless integration with Primavera P6 and Microsoft Project.

Project Cost Management and Earned Value Management (EVM)

EPC delivers full lifecycle project cost management to assist organizations with planning, measuring,  and improving project performance.  EPC provides configurable Excel-like tools for estimating, budgeting, forecasting, contract management, resource management, and performance measurement.  EPC serves as an integration platform, bringing together data from multiple systems, including general ledger/ERP, scheduling, HR, asset management, work and contract management systems.  With a complete set of project cost reports and a built-in report writer, EPC automates reporting to provide faster, more accurate information.  Resources are freed from data manipulation and given the time to truly analyze data, making recommendations that will drive cost performance.

EPC  provides comprehensive capabilities as an Earned Value Management Solution (EVMS).   EPC is a fully compliant EIA 748 EVMS, formerly ANSI 748, and supports more lightweight EVM processes appropriate for smaller projects.  This allows organization-wide visibility into project performance, while allowing for varying levels of process rigour.
